Commodore (Dr.) Arun P. Golaya (Retd.) is a senior naval leader and defence innovator who has driven India’s advances in maritime technology and self-reliance. As Officer-in-Charge of the Technology Development Acceleration Cell (TDAC) under the Naval Innovation & Indigenisation Organisation (NIIO), he has led high-impact programmes such as Innovation for Defence Excellence (iDEX) and the DISC Sprint Challenge, fostering cutting-edge solutions from advanced firefighting systems to underwater laser communication.

An advocate for collaboration between the armed forces, industry, and academia, Dr. Golaya has initiated landmark partnerships, including a Memorandum of Understanding with the Indian Maritime University to involve students in naval R&D. His blend of operational expertise, academic achievement, and strategic vision continues to shape India’s defence innovation ecosystem.
